Jan. 26 South Dakota Legislative Billwatch
These are some of the important bills being considered today in the South Dakota Legislature.
HB 1069 seeks to place limits on the authority of delegates to a proposed Article V convention, to be called for the purpose of proposing amendment(s) to the U.S. Constitution. A number of proposed amendments are being kicked around right now, probably the one with the most traction being a balanced budget amendment. Potential pitfalls involved with such an amendment aside, limiting the authority of a delegate to a constitutional convention is a tricky proposition. It might be accomplished with very specific and tightly-worded legislation, but as many have pointed out, there are still considerable risks in calling an Article V convention.
Also being considered today are bills on human traffickers, appropriations for natural resource conservation, gambling taxes, election law, and a major overhaul of the juvenile justice system.
